PUBLIC ACCOUNTS. SECOND REPORT OF THE COMMISSIONERS OF PUBLIC ACCOUNTS. ON THE MANAGEMENT OF THE MILITARY EXPENDITURE. An unpublished expenditures report for the British military in 1831. The author of the report was Henry Brooke Parnell, 1st Baron Congleton, an Irish writer and Whig politician who served on the British Privy Council and as the Secretary of War. It was at this latter post that Parnell composed this report. Parnell inscribed the report on the first page: "This is only a draught of a report which I drew up before I left the Office of Secretary of War. H. Parnell Jul 31, 1833." The inscription explains why this report is unrecorded in the bibliographical record. Unique.
