WATER TREATY WITH MEXICO. HEARINGS BEFORE THE COMMITTEE ON FOREIGN RELATIONS...ON TREATY WITH MEXICO RELATING TO THE UTILIZATION OF THE WATERS OF CERTAIN ... Government document concerning a treaty between the United States and Mexico respecting the "utilization of the waters of the Colorado and Tijuana Rivers and of the Rio Grande from Fort Quitman, Tex., to the Gulf of Mexico." The hearings were held in January and February 1945, and the present document is published in five parts covering the entirety of the hearings. The treaty of Guadalupe Hidalgo, ratified at the end of the Mexican-American War, gave the right to navigation of these waters between the two countries; the treaty signed in February 1944 sought to regulate other usages beyond navigation, such as irrigation and consumption. Among the numerous illustrations, graphs, and maps is a folding graph showing "Water Production and Consumption By States" within the Colorado River System and a folding "Map of the United States and Northern Mexico Showing Location of Rio Grande, Tijuana and Colorado River Basins." An important document that illuminates the history of the allocation and distribution of limited natural resources and an interesting historical source of hydrographical information and data.
