An important firsthand description of the changes undertaken in Peru in the wake of independence. This exposition on transformation in the government and society of Peru, was printed by order of San Martin, who had just liberated the country from Spanish rule the previous year. Monteagudo gives a positive assessment of life in independent Peru, describing the changes instituted in government, economics, the armed forces, and public life. Among the noteworthy achievements, he writes, was the recent founding of the National Library of Peru. This work was translated into English and printed in London the following year.
