This text is concerned primarily with the scandal growing out of the "XYZ" affair, in which French negotiators demanded bribes from American representatives in order to conclude a treaty. Harper discusses military preparations that have been taken in anticipation of a conflict with France, and the taxes that will be levied to pay the expense.
