Cole, soliciting a donation on behalf of "the suffering children of Central and Eastern Europe." Herbert Hoover was the chairman of the Council, and the letter is signed with his name, though not in his hand. The letter notes that $100 will provide for ten children, and $1,000 will provide for one hundred children.
