Attractive engraved broadside, completed in manuscript and signed by President Theodore Roosevelt and Secretary of War William Howard Taft, appointing Edgar Russel to the rank of major in the Signal Corps. With the embossed seal of the War Department at the bottom, and contemporary docketing near the top edge. After serving as Roosevelt's Secretary of War, Taft would be elected to the presidency himself in 1909. Very nice, mounted and framed for display.
