Pamphlet written in response to a work written by James Fenimore Cooper, at the behest of General Lafayette, on the state of the United States' public finances. The author, Sebastien Louis Saulnier (1790-1835) was a French government official during the July Monarchy (1830-1848), the constitutional monarchy established under King Louis-Philippe, which Lafayette supported. Saulnier counters Lafayette's claims that the United States has the cheapest Republican institutions of any nation, maintaining that spending is much higher in the United States than acknowledged by Lafayette, especially once off-budget spending is taken into account.
