GOVERNOR'S MESSAGE. NOVEMBER, 1849 [wrapper title]. A Georgia state-of-the-state address by Gov. George W. Towns in which he asks the state assembly for authority to call a special convention in the event that the federal government should pass the Wilmot Proviso admitting California as a free state. The convention was called the following year and under Towns' direction it passed the "Georgia Platform," the staunch states' rights position that was soon embraced by the entire South. Scarce. Not in De Renne, and OCLC locates only one copy, at the University of Georgia.
