MESSAGE FROM THE PRESIDENT...TRANSMITTING SUNDRY DOCUMENTS, RELATIVE TO THE AFFAIRS OF THE CITY OF WASHINGTON, IN THE DISTRICT OF COLUMBIA. In this message to Congress, Jefferson sends documents showing that the proceeds from the sale of various lots in the District of Columbia have been insufficient to pay the related debt to Maryland, and as a result the necessary funds have been drawn from the U.S. Treasury. He also informs the legislative branch of his intention to make permanent the offices of surveyor and superintendent of the District. A third document delineates the costs incurred in the construction of a jail for the new capital city. All told, a nice example of the federal government's financial management of the District of Columbia, a state of affairs that has continued into the 21st century.
