THE CIVIL RECORD OF MAJOR-GENERAL WINFIELD S. HANCOCK, DURING HIS ADMINISTRATION IN LOUISIANA AND TEXAS. This copy bears the bookplate of noted Custer collector John M. Carroll (Custer served under Hancock in Texas immediately after the Civil War). A presidential campaign pamphlet which prints several of Hancock's orders and official letters while he served as commander of Texas and Louisiana during Reconstruction. While in command in those states, Hancock issued a proclamation which granted to civil tribunals jurisdiction over crimes not involving forcible resistance to federal authority. Congress did not approve of this order, and Hancock was consequently relieved of his position. He considered running for president several times in the post-Civil War era, and this pamphlet was originally issued in 1871. In 1880, Hancock was nominated for the presidency by the Democratic party, losing the race to James A. Garfield.
