MEMORIAL IN BEHALF OF THE OWNERS OF THE SCHOONER HIGHFLIER, HAVING A CLAIM ON THE MEXICAN GOVERNMENT: ADDRESSED TO THE BOARD OF COMMISSIONERS, &c., &c., IN ENGLISH AND SPANISH [cover ... Signed and dated "Washington, October 1, 1841" twice by the memorialists, John Mason, Jr., and Abraham Miller, with a manuscript correction in one of their hands. This memorial was submitted in order to recoup payment for arms and military supplies sent from Baltimore to the Mexican rebels led by Gen. Guadaloupe Victoria at the port of Boquilla de Piedras in 1816 and 1817. Payment is requested for the sum of $15,446.13 plus interest. The memorial lays out the details of the shipments and appeals to the "immutable principles of universal justice."
