In his address, Faulk renews his plea for the construction of a capital building, seeks to calm fears regarding the presence in Union county of a Sioux band connected with the Minnesota massacre, and lauds the progress of the public school system. Of particular import is his announcement and explanation of the Fourteenth Amendment, recently passed in the federal Congress. Quite scarce. OCLC locates only six copies.
