REPORT OF THE BOARD OF ENGINEERS UPON THE CITY GRADES. SAN FRANCISCO, MAY 12, 1854. A very detailed report on the grades and elevations of the city streets of San Francisco. "We preserve all the hills, as near as possible, to their very summits, causing the streets to pass over them with as little modification of the natural surfaces as is consistent with drainage and harmony in mutual intersections. In carrying out this principle, we have taken care to provide some few avenues across the hills, with easy grades, as Leavenworth, Powell, Bush, Pacific, Union and Francisco streets...." Even early on, San Francisco civil servants knew that the hills were an integral part of the City's charms.
