Churchill Caldom Cambreleng of North Carolina served as House administration leader under President Jackson. His report strongly advocated free trade, a position Kennedy felt was playing directly into the hands of British designs. Kennedy's refutation of Cambreleng's argument created a reputation for him as a staunch proponent of protectionism, and in 1838 Kennedy himself was elected to the House of Representatives.
