William Foulke was a member of the Philadelphia Society for Alleviating the Miseries of Public Prisons. This address reviews different systems of incarceration in America and abroad, and the controversies that have resulted. Much of his focus is on "celluar separation" - the practice of keeping prisoners in individual cells - strongly advocated by the Philadelphia Society, and the system used in Eastern State Penitentiary which opened in Philadelphia in 1829. Also reprinted is Charles Dickens' section on Eastern State from his "American Notes" and criticisms of that essay by William Peter, the British Consul-General in Pennsylvania.
