JOURNAL OF THE HOUSE OF DELEGATES, OF THE STATE OF VIRGINIA FOR THE EXTRA SESSION, 1861. As a result of dissatisfaction in the northwest area of Virginia with the act of secession of that state, a convention met at Wheeling in May 1861 to consider the formation of a separate state. After a second convention in June a reorganized government took control of the area which became West Virginia. The present journal, which starts on 1 July, records the business of that authority, known as the "Wheeling Government" or "Loyal Restored Virginia Government." This is thus efectively the first seperate government of West Virginia, the only state in the Union created out of another state.
