The first was co-authored by the Earl of Dalhousie (Governor General of British North America), while the second expresses approval of his prorogation of the Provincial Parliament in 1827. "Andrew William Cochran, 1792-1849, assistant civil then civil secretary to the governor of Lower Canada under Prevost, Sherbrooke, and Dalhousie, was a joint author of [Observations...]" - Lande. The copy of Addresses... at the Toronto Public Library is defective, lacking pp.27-48. The second work is not listed in Lande or Lande supplement.
