In March 1789, Saint Domingue's governor, Du Chilleau, opened all ports to foreign traders to allow desperately needed grain into his country. Herein is the report which describes the impending state of famine in Saint Domingue and the decision to open the ports to foreign trade. Also contains the response from the Home Government which annulled Du Chilleau's acts and thus set the stage for the spread of revolutionary ideas throughout Saint Domingue. Includes a folding chart detailing the state of grain importations from France versus those from foreign nations, to different ports in Saint Domingue during the months of April, May, June and July of 1789.
