THE ORDINANCES OF OGDEN CITY, REVISED AND PASSED BY THE CITY COUNCIL, DURING THE YEARS 1870-71.... Ogden City was incorporated in 1861. The ordinances are preceded by reprints of the founding documents, including the Northwest Ordinance, Constitution of the State of Deseret, Constitution of the U.S., etc. Both billiards and shooting quail were outlawed that year within the city limits.
