The author (1872-1938), an Italian Arabist, denies the legitimacy of the Ottoman sultan's claim to the title of caliph. He argues that European nations in the late 19th and early 20th centuries misunderstood the caliphate as a form of government and pursued erroneous international policies accordingly."It is truly an extraordinary thing how European States disquiet themselves to revive artificially an institution that died spontaneously many centuries ago" (p. 32).
