Financial Reform scrutinized, in a Letter to Sir Henry Parnell, Bart. M.P. First edition, presentation copy, with a cropped "from the author" inscription on the title page, possibly in a secretarial hand. In his treatise On Financial Reform (1830), the Whig politician Henry Parnell (1776-1842) outlines a programme of fiscal and financial policy which would subsequently be implemented by Peel and Gladstone. Samuel Bentham (1757-1831), the only surviving sibling of Jeremy and an engineer by profession, takes issue with some of Parnell's analysis and advocates for a stronger competition system for government contracts.
