Analytical indices to Tulloch and McNeill’s report on the Commissariat in the Crimea and the board convened to at Chelsea “…to allow the officers adverted to in the report to have an opportunity of defending themselves.” The board exonerated the Crimean general and departmental staff of any blame for any failures in the system. McNeill had refused to have any part in the proceedings of the Board and Tulloch was prevented from attending the final meetings by ill health. However, in 1857 he published The Crimean Commission and the Chelsea Board in defence of the conduct of the Commissioners which drew belated recognition of their work from the Government. In 1882 Tulloch was forced to re-issue the work, with a new preface by McNeill, to counter Kinglake’s support for the findings of the Board in his Invasion of the Crimea .
