Mémoire sur les vagabonds et sur les mendiants. First editions of two works on poverty in the ancien regime, written by two figures on the cusp of joining Quesnay's physiocrat movement.Institutional poor relief was minimal in 18th-century France, a fact recognized by both Le Trosne (1728-1780) and Baudeau (1730-1792). Baudeau, in particular, advocates for a full state system of assistance, while Le Trosne is somewhat less compassionate, prescribing for vagabonds "la peine des galeres à perpétuité" (p. 39). Le Trosne was won over to Quesnay's doctrines in 1764, while Baudeau held out until 1766.
