Report on Revision of Salaries in the Public Services of the Federation of Malaya and the Colony of Singapore. First edition, stamped "confidential". This wide-ranging plan and its sensitive conclusions were ultimately rejected by British authorities in Malaya and Singapore, much to the dissatisfaction of contemporary critics, who saw commissions and reports as a "delaying tactic" to maintain the colonial status quo.Cowgill (1888-1959) served in the Malayan colonial service for his entire professional career, including terms as British Resident of Negeri Sembilan and chair of the Special Salaries Commission.
