In this memorandum, published in the Economic Journal two months after Keynes's death, he argues that there was unlikely to be a dollar shortage following the war - as American became a high-cost country, it would in fact experience a dollar surplus. "Before very long Keynes had been shown to be too optimistic" (ODNB).
