"The story of the Chinese Customs Service during his working lifetime is essentially the biography of Hart" (p. xiii).The author (1873-1953) reached the rank of commissioner in the Chinese Maritime Customs Service and served as the personal secretary to two inspector generals. Following his retirement in 1933, he became the service's official historian and its "most prolific and ardent chronicler" (Ladds, p. 1).
