Mr Mill's Plan for the Pacification of Ireland examined. One of two editions published in 1868 (the other of 49 pages) of Dufferin's reply to Mill's pamphlet England and Ireland, "an exposition of the belief that both England's bad government of Ireland and the rise of Fenianism should be attributed to England's conceit of her own institutions and her failure to comprehend the social economy of Ireland; and an argument that the Irish question could be settled neither by separation of Ireland from England nor by the establishment of a feudal union between the two, but by the establishment of a commission to examine all Irish farms and fix just rents for all." (MacMinn, Hainds and McCrimmon).
