Written originally in 1788 in opposition to regressive internal tax policy, specifically the tax on hides and leathers, it remained unpublished until this moment when that and other reactionary fiscal measures were about to be revived. A virtual treatise on taxation, it is a good illustration of the immense practical and theoretical knowledge that Du Pont and his fellow Physiocrats were able to bring to the debate over public policy.
