Author was a South Carolina retired US Congressman who had been vocal in his support of the Republic of Texas and later called for the annexation of Texas. He was sent to Mexico in 1842 as envoy extraordinary and minister plenipotentiary with instructions to demand the release of US citizens held by Mexico
