Signed by President Woodrow Wilson in 1913. Decorative document includes the presidential seal is also signed by Acting Secretary of War Henry Breckinridge, who served as Charles Lindbergh's attorney in the famous kidnapping trial. Mounted in gold frame with a portrait image of Wilson. Please
