A very rare decree from the brief regency period following Mexican independence, granting clemency for crimes committed during and before the war for independence. After leading the coalition of Mexican forces which captured Mexico City from Spain in 1821, Agustín de Iturbide became president of the regency government before being made Emperor the following year. Despite his success as a military leader and general popularity, a significant congressional faction which favored a republican government agitated against him. Iturbide made more enemies by dismissing the uncooperative congress a few months into his reign, found it difficult to gain recognition for Mexico abroad, and was unable to adequately pay revolutionary veterans, leading to his exile only eight months after his coronation.Prior to these difficulties, and flush with the glory of independence, this decree by the regency council grants widespread clemency for crimes committed prior to the formation of the new government. They begin with the all-important freedom of the press (our translation): "All individuals currently imprisoned, under prosecution, or persecuted for political opinions expressed in word, deed, or writing—whether regarding the cause of Independence or the forms of government best suited to this Empir
