The Conference was convened at 9: 30 a.m. in Room 1201 of the New Senate Office Building. Mr. Arthur Larson, Chairman of the Conference, presided. This was one of a series of confenences on topics that included the Vietnam War, military budget, national priorities, justice, and other public policy issues. These conferences were distinctive in that they brought together Senators and Congressmen and some Executive Branch officials with people from non-governmental areas, experts in various fields relevant to the conference topic. It was felt that the results of such conferences could be put right in to the bloodstream of government decision making...
