SEÑORES GOBERNADORES ... A rare pamphlet reporting the findings of a post-war Mexican commission formed to protect its frontiers against violent attacks from Comanche raiders. Beyond the occasional skirmish, deadly Comanche incursions into northern Mexico were a fact of life from the foundation of the republic in 1821, collectively called the "Comanche-Mexico Wars." The violence reached its zenith in the 1840s and 50s, when these raids resulted in the deaths of thousands of Mexican citizens, with many more captured or ruined by the loss of homes and livelihoods. Government efforts to curtail these incursions date back to their inception, but by 1849 the rapidly fluctuating border, and the military and pecuniary infirmity of Mexico following the Mexican-American War, necessitated a fresh response.On April 24, 1849, a junta was formed, which printed a pamphlet outlining their preliminary strategy. They noted that "this terrible plague of barbarians expands and fortifies itself at the same time that our methods of defense are debilitated more and more each day.
