The U.S. Navy were printing proclamations and the like in Guam from about 1900. This pamphlet was originally published as an official government report in Washington, but by 1906 it was out of print. On arriving in Guam Dorn updated Cox’s text but the printing was not completed until 1912 when Dorn had retired and Paymaster Mackintosh revised and oversaw publication. We can find no earlier book printed in Guam, though The Guam News Letter had started in 1909. Guam, the southernmost of the Mariana Islands in Micronesia, was annexed by the United States during the Spanish-American War of 1898.
