The book comprises Carter's inaugural Carl Vinson Memorial Lecture, delivered at Mercer University on 28 April 1983, together with introductory remarks and photographs of the event. Carter argues that negotiation in international affairs is possible only if at least one side bargains in good faith. He discusses arms control treaties with the Soviets, the Iran hostage crisis, and the Palestinian independence movement. The stamp was added ahead of its inclusion in the posthumous sale of Carter's library at Christie's, with proceeds benefiting the Carter Family Foundation.
