With deep respect, Bill Quandt, November 11, 1977".Carter appointed Quandt Office Director for Middle Eastern Affairs on the National Security Council staff. In this position, Quandt played an active part in the negotiations leading to the Camp David Accords in September 1978 and the Egyptian-Israeli Peace Treaty in March 1979. In his memoir, Carter singled out Quandt among those whose work at Camp David he especially commended: "Some of the most unpleasant experiences of my life occurred during these days - and of course, one of the most gratifying achievements came at the end of it... I must commend the superb work done by the other members of our delegation, especially Harold Saunders, Bill Quandt (NSC Middle East specialist), and Ambassadors Sam Lewis, Hermann Eilts, and Alfred Atherton" (Carter, p. 402).Quandt's book argues that American policy toward the conflict was shaped less by coherent long-term planning than by successive crises. There is ink underlining and sidelining throughout the book alongside a few annotations, presumably by Carter; a slip of pencilled measurements is used as a bookmarker.
