The report outlines the scale of the refugee crisis, European anxiety about Jewish migration from Russia, and proposed measures to address the influx.Lucien Wolf (1857-1930) "was involved in the coordination of two major international initiatives of the interwar era: the creation of the High Commission for Refugees and a system of minority protection for postimperial successor states in Eastern Europe. In both ventures, he sought to standardize international protection for Jewish and non-Jewish subjects" (Siegelberg, p. 80). An architect of international minority protection, he was nonetheless hostile to Zionism and to the creation of a distinct Jewish refugee status.
