First edition of this important document on penal reform from whence the famous statement, "the law must follow the convicted man into the prison where it has sent him", originated (later quoted by Foucault in Discipline and Punish: The Birth of the Prison), published on 21 December 1819. Decazes (1780-1860) was the Minister Secretary of State at the Department of the Interior under Louis XVIII; his report discusses previous prison legislation with particular reference to diet and the separation of the sexes. WorldCat lists just five copies in institutional holdings worldwide, only one of which is located outside of France (Harvard).
