Work in Soviet ideology was regarded as the highest calling of humans and the key to producing "the new socialist man" but it also acknowledged the need for rest and recuperation. One's vacations were viewed as a way of making a better, more productive worker. Also discussed is the fundamental conflict between authoritarianism and the individualism implied in personal tourism. In the 1980s with the advent of perestroika (restructuring), the Soviet economy, including its view of tourism and vacations, ultimately shifted to a more consumerist and individualistic basis.
