Supported with copious figures, sections detail icebreaking, bar dredging, and other engineering work, as well as discussions for and against replacing the existing straight-line Taku Bar channel with a naturally sinuous channel. Also described is a three-week strike for higher wages by Chinese employees."Connected with the sea by an artificial river, Tianjin's status as a seaport was heavily dependent on the continuous conservancy efforts of the Hai Ho and its tributaries" ("River Conservancy"). Formed in 1897, the Hai Ho Conservancy Commission focused on reducing flood risks and opening the waterway to shipping, for example by straightening the channel and thereby cutting the route to the sea by 17 miles. Its publications are generally rare, and this report is untraced institutionally.
