Its fourth part focuses on tactics and naval evolutions, paraphrases of which "formed the substance of English text-books till the sailing era ended with the Baltic Fleet in 1854" (Corbett, p. 7).Julian Corbett writes: "Though less illuminating on fundamental principles than [French admiral Bigot de] Morogues, its methods of handling a fleet are more fully elaborated" (p. 6).
