Written by Edward Cotsford (1740-1810) bidding for the role of Governor of Madras following the impending replacement of Lord Macartney after he declined the governor-generalship of India. Macartney had successfully negotiated the Treaty of Mangalore with Tipu Sultan which saw the end of the Second Anglo-Mysore War in 1784. Edward Cotsford had served in Madras since the age of 17, becoming Chief at Masulipatam, and was a frequent critic of the limitations of the governance of Madras. He returned to England with a considerable fortune and after failing to be considered for the Governorship turned to politics and was a staunch opponent of the Pitt administration.
