Autograph notes for a speech on government expenditures. A detailed page of notes by Churchill, written ahead of a speech on expenditures which he delivered at Glasgow in 1907, comprising around 200 words and including some corrections. His speech compared the fiscal achievements of the Liberal government, since its election in 1905, with the record of the Conservative government which preceded it. He writes "4 complete years since War. 31 March 1903-1907", allowing the notes to be dated. The notes enumerate expenditures and statistics, including many figures, demonstrating that "we have reduced by 4,400,000 [pounds] - Yet at the same time there has been a steady growth of the sources of money available for Education, unemployment, & the Post Office, and it is in spite of this growth that the reduction has been made in the cost of armaments - which excessive". He commends the achievements "to the respectful attention of the business community of this great city & of Scotland generally". The notes end mid-sentence.Provenance: the collection of Steve Forbes, chairman of Forbes Magazine, and presidential candidate in the 1996 and 2000 US elections; purchased by him at Remember When Auctions, March 24, 1994, Lot 1405.
