Tibet. First edition thus, first impression, published in the year of Sir Charles Bell's diplomatic mission to Tibet, which aimed to combat Japanese and Soviet influence in the region. In spring 1917, the Foreign Office established a dedicated historical section under the direction of George Walter Prothero (1848-1922), a former president of the Royal Historical Society. It was tasked with compiling handbooks for British delegates attending post-war peace negotiations. Some 160 studies were prepared for internal circulation in blue wrappers. One year later, "in response to numerous enquiries and requests", the Foreign Office released the guides, largely unaltered, to the public in green wrappers under the HMSO imprint.
