Report recommending that each freeman in the state be given a representative vote in the upcoming election, stating: "the General Assembly, in calling a convention, shall apportion the delegates to be elected in districts, according to the free taxable inhabitants, as reported to the General Assembly under the late census." Together with the minority report which argues for using the districts as they currently stand according to the enumeration of 1826. Allen notes just one copy.
